If you own a property in England or Wales and want to sell or rent it, as of 1st October 2008 you need an EPC.
Legislation requires that anyone selling a property must have an EPC (Energy Performance Certificate) either ordered or already in hand when the property is listed on the market. Your estate agent is responsible for uploading the EPC within 28 days of the listing's start date. Unlike rental properties, there is no minimum EPC rating needed for selling. However, an EPC is still necessary to complete the transaction, including cases where the property is transferred through a pension fund or passed on to relatives.
Do I need an EPC for a property I rent?

As a landlord, you must provide an EPC (Energy Performance Certificate) for any potential tenants to review when renting or leasing your property. Since April 2018, it has been illegal to rent out a property in the UK with an EPC rating lower than 'E', unless a valid exemption is registered. Failure to comply with these requirements can result in fines of up to £2,000 and/or a Publication Penalty.
How is an EPC Inspection Carried Out?

For a standard residential EPC, an assessor must visit the property in person, as remote assessments are not possible. The assessor will need access to all rooms and, if possible, the loft. However, you won’t be required to lift carpets or floorboards, as the assessment is designed to be quick and non-intrusive, typically completed in under 30 minutes.
If certain energy-saving measures, such as suspended floor insulation, wall (cavity or external) insulation, or loft insulation, aren’t visible during the visit, you’ll need to provide evidence for them to be considered in the assessment. Without evidence, the software will make assumptions based on the property’s age and construction, as estimated on-site.
The assessor will take several photos for data submission and room measurements, though this does not include a marketing floorplan, which can be ordered separately.

An EPC – For New Builds and Converted Properties
​
A SAP EPC is required for properties that are newly built, recently converted, or have increased the number of dwellings (e.g., one house converted into two flats). This process differs slightly, as the EPC must be provided by the person responsible for the works to meet Building Regulations. Unlike standard EPCs, a site visit is not needed for a SAP EPC; it is conducted remotely by our qualified SAP energy assessors. Using SAP calculations, technical data, and approved software, we generate:

Predicted Energy Assessment (PEA): An unofficial EPC issued during the design phase if the building isn’t finished yet.

Full SAP EPC: The official EPC issued once the building is complete and ready for sign-off by building control. This EPC is valid for 10 years and can be used for all property transactions, just like a standard EPC.
It’s important to note that a standard EPC site visit cannot be conducted for new builds or conversions. Doing so would fail an audit, and the EPC would not be issued.
